# Navarre, Milton, Pace and Gulf Breeze Hurricane Isaias (2026) Temporary Housing: Live in an RV on Your Own Lot

**Updated October 10, 2026:** Isaias made landfall near Destin, Florida, Friday night, and the National Weather Service recorded gusts of 117 mph near Oriole Beach, 116 mph on Santa Rosa Sound, 114 mph at Whiting Field in Milton, 105 mph near Navarre and 95 mph in Gulf Breeze (NWS Mobile (https://api.weather.gov/products/15f9d783-5a05-4d45-82c0-8cc269510a26)). Santa Rosa County's 911 center received reports of homes struck by trees, roof losses and some collapsed homes from Navarre to Whiting Field, with many calls from Pace and Floridatown (Santa Rosa Press Gazette (https://srpressgazette.com/isaias-makes-landfall-santa-rosa-looks-to-begin-recovery-efforts/)).

**Isaias and Santa Rosa County.** The National Hurricane Center said Isaias made landfall near Destin, Florida, around 8:30 p.m. CDT on October 9 with maximum sustained winds of 105 mph. It became a post-tropical cyclone over Alabama overnight, and NHC discontinued all remaining storm surge and tropical storm warnings with its final advisory at 4:00 a.m. CDT on October 10. Governor DeSantis said about 90 percent of Santa Rosa County was without power on Saturday morning (News4Jax (https://news4jax.com/weather/2026/10/10/desantis-gives-update-after-isaias-slams-the-florida-panhandle-leaving-many-without-power)). The damage reported to the county's 911 center was mostly trees on homes, roof losses and downed lines. Wind damage like this is usually covered by homeowners insurance, which is why Loss of Use can pay for housing while the house is repaired. ## Can you live in an RV on your own lot in Santa Rosa County after Hurricane Isaias?

Yes, in most cases. Governor DeSantis's state of emergency for Hurricane Isaias (Executive Order 26-202) covers Santa Rosa County. After the Governor declares a state of emergency for a natural disaster, Florida law bars a county or city from blocking a resident from living in one RV or similar unit on the lot of a home made uninhabitable, for up to 36 months or until the repaired home gets its certificate of occupancy, whichever comes first.

The conditions are a good-faith effort to rebuild, such as applying for a building permit; a unit connected to water and electric that is not a health or safety threat; and the resident living in it.

### Florida state law (applies countywide)

Fla. Stat. 125.023 (https://www.flsenate.gov/Laws/Statutes/2025/125.023) covers counties, which includes unincorporated areas such as Navarre, Navarre Beach, Pace, Bagdad, Floridatown and East Milton. Fla. Stat. 166.0335 (https://www.flsenate.gov/Laws/Statutes/2025/166.0335) covers cities, which includes Milton, Gulf Breeze and Jay. Both were added in 2023. The conditions:

- You are making a good-faith effort to rebuild, for example by applying for a building permit.
- The unit is connected to water and electric and is not a health or safety threat.
- The resident of the damaged home lives in it.

### Unincorporated Santa Rosa County (Navarre, Pace, Bagdad, Floridatown, East Milton)

In unincorporated Santa Rosa County, Land Development Code 4.02.03(d) permits living in an RV while a single-family home is built, with an issued single-family building permit, for up to 1 year. It allows one owner-used RV with permitted utility connections, and the RV must be road ready in flood zones.

For storm-damaged homes, Fla. Stat. 125.023 covers you for up to 36 months after the Governor's declaration.

### Milton, Gulf Breeze and Jay

Inside city limits, Fla. Stat. 166.0335 applies after the Governor's declaration. We confirm each city's process for your address before a placement.

### Navarre Beach

Navarre Beach is in unincorporated Santa Rosa County, so Fla. Stat. 125.023 applies after the Governor's declaration. Santa Rosa County shut off Navarre Beach water service before Isaias, so we check utilities and access for every Navarre Beach address before we plan a placement.

### Flood zone rules

The federal rule for flood zones says an RV has to be on site fewer than 180 consecutive days or be fully licensed and highway ready, on its wheels with quick disconnect utilities (44 CFR 60.3(c)(14) (https://www.ecfr.gov/current/title-44/chapter-I/subchapter-B/part-60/subpart-A/section-60.3)). Santa Rosa County's code also requires a road-ready RV in flood zones. ## Wind damage or flood damage: which one pays for housing?

It depends on what damaged the house. A standard homeowners policy covers wind damage, including a tree that falls on the house, and its Loss of Use coverage pays the added cost of living somewhere else while the home is repaired. Standard homeowners policies exclude flood.

A flood policy from the National Flood Insurance Program does not pay for temporary housing. It excludes additional living expenses incurred while the building "is unable to be occupied for any reason" (44 CFR Part 61, Appendix A(1) (https://www.ecfr.gov/current/title-44/chapter-I/subchapter-B/part-61/appendix-Appendix%20A(1)%20to%20Part%2061)). Some private flood policies do include living expenses, so check your declarations page.

## Does homeowners insurance cover temporary housing in Santa Rosa County?

A Florida homeowners policy that covers wind often pays Loss of Use when wind damage makes a Santa Rosa County home unlivable, and an RV on your own lot can be that housing once your adjuster approves it.

Citizens Property Insurance includes Loss of Use in its HO-3 homeowners policy and in its HW-2 wind-only policy (Citizens personal policies (https://citizensfla.com/personal-policies)). On an HW-2 policy, Loss of Use is 10 percent of Coverage A, the dwelling limit on your declarations page. How your hurricane deductible applies varies by Florida insurer. Under the standard ISO homeowners form, it applies to the total of all Section I loss, which includes Loss of Use, so ask your insurer how it applies to your living expenses.

Have these three answers before you plan housing:

1. Your Loss of Use limit, in dollars, and any time limit.
2. If you are with Citizens, which form you have: HO-3 or HW-2.
3. How your hurricane deductible is applied.

## What does FEMA cover after Hurricane Isaias?

As of October 10, 2026, the federal declaration for Florida, EM-3655-FL, is an emergency declaration. It covers emergency response work. It does not include Individual Assistance, the FEMA program that pays for temporary housing for individuals (OpenFEMA declarations data (https://www.fema.gov/api/open/v2/DisasterDeclarationsSummaries?$filter=declarationDate%20ge%20%272026-10-01T00:00:00.000z%27)). FEMA housing help would require a major disaster declaration that includes Individual Assistance.

FEMA also cannot pay for needs that insurance covers (FEMA (https://www.fema.gov/assistance/individual/program)), so insured Santa Rosa County homeowners arrange temporary housing through their insurer.

## How long does a Florida insurance company have to pay a hurricane claim?

Under Fla. Stat. 627.70131 (https://m.flsenate.gov/Statutes/627.70131), a Florida insurer must acknowledge your claim within 7 days, inspect within 30 days of receiving proof of loss, and pay or deny within 60 days. Fla. Stat. 627.70132 (https://m.flsenate.gov/Statutes/627.70132) gives you one year from the hurricane's landfall to give notice of a hurricane claim.

The Florida Department of Financial Services has a Hurricane Isaias page (https://myfloridacfo.com/division/ica/isaias) and an Insurance Consumer Helpline at 1-877-693-5236. It tells policyholders to report damage to their insurer right away, document the damage with photos or video, and keep all receipts for additional living expenses.

## Long-term RV rental in Navarre, Milton, Pace and Gulf Breeze, delivered to your lot

Agile RV Housing's long-term RV rental in Santa Rosa County is housing for a homeowner whose house is being repaired, set up on that homeowner's own lot and usually paid by Loss of Use once the adjuster approves it. ## How do you get temporary housing for an insurance claim in Santa Rosa County?

Tell your adjuster you want an RV on your own property as your Loss of Use housing, and ask for the approval in writing. An RV on your own lot is commonly approved as ALE housing even when it is not the first option offered. If the adjuster asks about local rules, Fla. Stat. 125.023 and 166.0335 are worth mentioning.
