## Why is there no single answer to "can I live in an RV on my land?"

Because no single government writes the rule. Your state sets the frame, your county or city writes the actual code, and an HOA or a deed restriction can override both of them on your specific lot. That stacking is why one family lives in a camper through a full rebuild without a single question while someone two roads over gets a violation notice in a month. The rules attach to the parcel, not the person.

It also means most of what you'll read online is an answer to somebody else's parcel. The only version that counts is the one written for yours. That's the whole reason the free lookup exists: you give us the address, we read what actually governs it.

## Does it matter whether I am inside city limits?

More than anything else. It's the biggest fork in the whole question. Cities regulate residential lots tightly, and temporary RV occupancy inside city limits often needs a specific permit, sometimes with a time cap. Unincorporated county land is the easy side of the fork: temporary placement during an active rebuild is commonly allowed with a short permit or none at all.

Your mailing address doesn't tell you which side you're on. Post offices assign city names to huge areas outside those cities' actual limits, so plenty of ZIP codes straddle both. You can have a "Tampa" address and be governed entirely by the county. We determine incorporated or unincorporated from your address as the first step of every lookup, so you don't have to guess.

## What is a zoning district and how do I find mine?

Every parcel in a zoned jurisdiction carries a district label: residential (often R-1, R-2 and so on), agricultural, rural residential, and a few dozen local variations. The district is shorthand for what the code allows on that land. In general terms, agricultural and rural residential districts tend to be the most workable for a temporary RV during a rebuild, standard residential districts usually allow it only through a temporary use permit, and denser districts get stricter from there. Those are patterns, not promises. The code text for your district is what decides.

Most counties publish a GIS parcel viewer, a map where you click your property and see its district. Some are excellent, and some feel like they were built in 2003 and never touched again. Finding yours, looking up your parcel, and reading the district rules is exactly the legwork the free zoning check does for you.

## How do temporary-use permits during a rebuild work?

The common pattern across the country: the code allows RV occupancy as a temporary use tied to an open building or repair permit on the house. The RV is legitimate because the rebuild is active. There's usually a time cap, commonly six or twelve months, and usually a renewal if the project runs long. Rebuilds run long more often than anyone plans for.

The office that issues it is typically planning, zoning, or the building department, depending on how your county is organized. What they ask for is fairly consistent: proof of the active building or repair permit, a plan for sewer or septic, and a placement that respects setbacks from roads and property lines. ## What changes after a declared disaster?

After a state or federal disaster declaration, many jurisdictions loosen the rules on purpose. Emergency ordinances can extend time caps, waive permit fees, or allow temporary shelter placements the ordinary code would not. The reasoning is simple: after a widespread loss, the alternative to a camper in the driveway is a family leaving the county.

Florida went furthest and wrote it into state law. [Florida Statute 125.023](https://www.flsenate.gov/laws/statutes/2025/125.023) says that after a governor-declared natural emergency, a county may not prohibit one temporary shelter, expressly including an RV, on your residential property for up to 36 months or until the rebuilt home gets its certificate of occupancy, whichever comes first, provided you're rebuilding in good faith, the unit has water and electric, and you live in it. ## Can my HOA stop me even if the county allows it?

Yes. An HOA enforces private covenants, called CC&Rs, that sit on top of public zoning, and a covenant restricting RVs is enforceable even where the county would issue you a permit tomorrow. A deed restriction can do the same thing without any HOA attached.

That's not always the end of it. Boards can grant hardship exceptions, and displaced families get them more often than the written rules suggest. The move is to read your CC&Rs, ask the board in writing, and ask specifically for a temporary hardship exception tied to your rebuild timeline. ## What do inspectors care about most?

Four things, over and over. Sewer: a proper connection to your sewer cleanout or septic system, or a scheduled pump-out service, never a hose to nowhere. Power: a real electrical hookup, which for a stay measured in months means a dedicated 30-amp or 50-amp connection installed by an electrician, not an extension cord through a window. Setbacks: the unit sits the required distance from roads and property lines. And wheels: the RV stays a vehicle. The moment it looks permanent, skirted onto a foundation with the running gear gone, it risks being treated as a structure, which is a different and much harder conversation.

## What happens if someone complains?

Honestly: in many jurisdictions, zoning enforcement starts with a complaint rather than a patrol. A neighbor calls, an inspector visits, and the question becomes whether your placement has paperwork behind it.

That's a reason to do it properly, not a reason to hope nobody notices. We won't tell you to rely on enforcement being complaint-driven, because the family that does is one phone call from being ordered off their own land mid-rebuild.
