Pascagoula and Ocean Springs Hurricane Isaias Temporary Housing: Live at Home in an RV

    Updated October 7, 2026: Jackson County is inside the National Hurricane Center's Hurricane Watch, and NHC's 10:00 a.m. CDT advisory forecasts 5 to 7 feet of storm surge from Ocean Springs east to Indian Pass, Florida, a stretch that takes in the Pascagoula shoreline (NHC Advisory 4).

    Isaias and Jackson County. Isaias had 45 mph winds as a tropical storm when the National Hurricane Center issued its 10:00 a.m. CDT advisory on October 7. NHC expects a strong hurricane with winds near 105 to 110 mph by the time it approaches the northern Gulf Coast Friday afternoon, October 9. Jackson County sits inside both the Hurricane Watch and the Storm Surge Watch, and Ocean Springs marks the western end of the 5 to 7 foot surge forecast.     Can you live in a camper in Jackson County, MS?

    Jackson County and the City of Pascagoula both have written permits for temporary housing on the property of a family displaced by a hurricane, and Agile RV Housing confirms how each one applies to a camper or RV at your address.

    Pascagoula issues a Temporary Use Permit for a temporary residence once the city finds a casualty-damaged home not habitable. In unincorporated Jackson County, including Vancleave, the Planning Director may issue an emergency temporary permit for people displaced by a hurricane, flood, or other disaster. Ocean Springs, Gautier, and Moss Point each set their own process.

    Pascagoula

    Pascagoula handles this through its Unified Development Ordinance, Sec. 4.5.F. If a casualty such as a hurricane damaged your house, the people who lived in it can apply for a Temporary Use Permit for a temporary residence. What the city asks for:

    • The city has to find that the home is not habitable.
    • You need a building permit for the repair.
    • The permit runs 12 months and can be renewed for up to three more 12-month periods.
    • A Declaration of Emergency can add standards and allow longer time limits.

    Unincorporated Jackson County (Vancleave, St. Martin, Hurley, and other areas outside city limits)

    Jackson County Zoning Ordinance Sec. 9.16(h) covers people displaced from their homes by a hurricane, flood, or other disaster. The Planning Director may issue an emergency temporary permit for a mobile home or temporary structure in any zoning district, for up to one year, with one renewal of up to one more year. The county decides whether an RV qualifies under that section, and we confirm it with the county for your address.

    Ocean Springs

    The Ocean Springs Unified Development Code, Sec. 6.13.2(C), lets the Building Official approve one manufactured home as a temporary residence during construction. That section names manufactured homes, so we confirm with the city how it applies to an RV at your address before anything is delivered.

    Gautier and Moss Point

    Gautier and Moss Point set their own rules. A city may want a permit, or it may approve temporary housing on residents' property through an emergency order after a major storm.

    Those orders can move fast on the Mississippi coast. Diamondhead, in neighboring Hancock County, passed a camper resolution for damaged homes six days after Hurricane Zeta in 2020. We watch for the current rule in each city and check your exact address through our free zoning check.

    Property in a flood zone

    On a lot in a FEMA flood zone, a federal rule applies as well: an RV must be on site fewer than 180 consecutive days, or be fully licensed and highway ready, meaning on its wheels with quick disconnect utilities. Otherwise it must meet manufactured home rules (44 CFR 60.3(c)(14)). We check your flood zone as part of the property review.

    Does homeowners insurance cover temporary housing in Jackson County?

    A Jackson County homeowners policy that covers wind often pays Loss of Use when wind damage makes the house unlivable, and an RV on your lot can be that housing once your adjuster approves it.

    If your wind coverage is through the Mississippi Windstorm Underwriting Association (MWUA), the wind pool's own documents describe additional living expense coverage for a primary residence when a covered loss makes the property unlivable (MWUA FAQ). Confirm that coverage on your declarations page before you plan housing.

    Mississippi also has a specific deductible rule. Under 19 Miss. Code R. 1-41.14, the hurricane deductible is taken from "the total of the loss for all Section I Property Coverages," and Loss of Use is one of those coverages.

    Before you call your adjuster, have these answers:

    1. Which policy covers wind: your homeowners policy or MWUA.
    2. Your Loss of Use or additional living expense limit, in dollars and in months.
    3. Your hurricane deductible amount.

    Is additional living expenses the same as loss of use?

    Additional Living Expense (ALE) is the main part of Loss of Use, which is Coverage D on a standard homeowners policy. ALE pays the added cost of keeping your household's normal standard of living while the home is not fit to live in, and Jackson County homeowners will see both names on MWUA and homeowners paperwork.

    What matters is how far the limit goes. An Agile RV Housing unit at the top of our $120 to $140 nightly range, tax included, sleeps a family of up to five. In hotels, that family needs two rooms, and two rooms at typical ALE-approved rates cost more than $140 a night before meals, pet fees, and laundry.     Does flood insurance cover additional living expenses in Pascagoula and Ocean Springs?

    No. The standard National Flood Insurance Program (NFIP) policy excludes "any additional living expenses incurred while the insured building is being repaired or is unable to be occupied for any reason" (44 CFR Part 61, Appendix A(1), Section V.A.5).

    A Jackson County house can have a flood claim and a wind claim at once. When a claim has both, the adjuster decides what each policy pays, and the wind side, through your homeowners policy or MWUA, can still trigger living expense coverage. FEMA cannot pay for needs that insurance covers (FEMA), so insured homeowners in Pascagoula and Ocean Springs go through their insurer for housing.     Long-term RV rental in Pascagoula and Ocean Springs, delivered to your lot

    For a Jackson County homeowner, Agile RV Housing's long-term RV rental means a fully set up RV on your own lot for as long as storm repairs take, usually paid by Loss of Use after your adjuster approves it.     How do you get temporary housing for an insurance claim near Pascagoula or Ocean Springs?
